She most recently served as Counsel to the General Counsel of the U.S. Department of Commerce, where she provided legal and strategic advice to senior officials on matters related to artificial intelligence, semiconductor investments, labor and workforce, climate initiatives, and government ethics. She also managed dozens of congressional inquiries and regularly prepared senior officials for congressional hearings.
Prior to serving at the US Department of Commerce, Jess was a litigation associate at a global law firm, where she represented clients in a broad range of commercial litigation, internal investigations, and government investigations. She also was a legal secondee at Morgan Stanley where she provided legal support for the Government and Political Activities Compliance Group.
Additionally, she maintains an active pro bono practice, specializing in ballot access and voting rights cases.
